And there was one more program that came to an end in September 2003: the 
Policy Analysis Market, also known as the Terrorism Betting Parlor or Terror 
Futures.   This was an $8 million scheme that would have allowed peopel to 
bet on the likelihood of terrorist attacks, assassinations, and coups.  
Examples give on the Information Awareness website included betting on the 
assassination of Yasser Arafat or the overthrow of the Jordanian monarchy.  
Congress refused to fund it, and Poindexter was officially forced out of his 
job in August 2003.
